Following Non-compliance Centre Mapping Out New Policy For OTT Regulation

As MoS Information and Broadcasting, L Murugan addressed a meeting on an FM Radio Auction he further told the media about governments’ plans to bring OTT under regulation. 

Need of Regulation 


Per the minister, there have been complaints regarding not adhering to self-regulatory practices by the Over-The-Top (OTT) platforms. The delf regulation was concerned with the age of the viewership as well as the content it provides.

"Normally, OTTs broadcast disclaimer: this is meant for 18 year olds. It contains violence. So A certification will be provided, this movie can be watched with Parental Guidance, These kinds of classifications are there. But, we received complaints from the public and industry that OTT platforms were not adhering to the (self-regulatory) practice," he said.

Status of the Policy 


Currently, the regulations are in the public discourse and open to view and opinion from the stakeholders. Once the consultation process wraps up, the regulations will be put before the parliament, as per the minister. 

Previous Instances 


MIB had previously intended to bring OTTs under the Broadcast Regulation Bill, which later got withdrawn owing to huge opposition from the industry. It aimed at introducing an all-new legal framework for the Broadcasters, OTTs, and many others falling under the purview of the bill superseding all previous legislations concerned. 

Prospects 


It would be worth covering how the government strikes a balance between regulation and independence keeping in mind that the OTT regime in India is quite new yet ropes in a high number of audiences and creators.  With the increase in regulations, the creators and audiences are left with ruminants yet at the same time regulation implies ushering in responsibility and accountability among the creators and the platform.
